Which Football Leagues Have the Most Goals? 22 Leagues Ranked

Across 75,595 matches, the league itself sets the baseline for any goals bet. Here is how far apart Europe's divisions sit, and what fair over/under 2.5 prices follow.

The number75,595matches across 22 European leagues

Before I think about form, team news or the weather, I ask a simpler question: what kind of league is this? Some competitions are built for open, stretched games, and others grind out tight scorelines week after week. It is the first thing I check before anything reaches my over/under 2.5 goals tips page.

The study covers 75,595 matches across 22 European leagues. The overall average was 2.67 goals per game, and 50.1% of matches went over 2.5. That near coin-flip average hides a wide spread. Bundesliga sits at 3.10 goals per game and Segunda División at 2.29, a gap of 0.80 goals that changes what a fair price looks like.

01Germany and the Netherlands set the pace among top flights

The first chart ranks the 11 top flights by average goals per match. Bundesliga leads at 3.10, with the Eredivisie almost level beside it at 3.09. At the bottom, Super League Greece averages 2.34, well adrift of everyone else. The Premier League sits in the upper middle at 2.83, with 54.4% of its matches going over 2.5.

For a bettor, the shape of this chart matters more than the order. Most top flights cluster in a fairly narrow band, so the real edges in league profile sit at the extremes. A Greek fixture starts from a far more cautious baseline than a German one, whatever the names on the teamsheet suggest.

02Lower divisions score less, with one German exception

The 11 lower divisions averaged 2.58 goals per game against 2.78 in the top flights. That fits what I see on the pitch: less pace in transition, more direct play and more scrappy, low-chance matches. Segunda División is the quietest league in the whole study at 2.29, and Ligue 2 and Serie B are not far above it.

The exception is 2. Bundesliga at 2.90, which outscores most top flights. Scotland's lower tiers also run hot, with Scottish League One at 2.87. Division level is a rough guide only; the national football culture often tells you more.

The English second tier is a useful reminder. The Championship averages 2.55, and only 47.5% of its matches go over 2.5, despite its reputation for chaos.

03How often games collapse to one goal or open up

Averages can mislead, so this chart splits matches into goal bands for the four highest- and four lowest-scoring leagues. In Bundesliga, 38.2% of matches had 4 or more goals. In Segunda División that figure was 20.2%, roughly half as often.

The bottom end tells the same story in reverse. In Segunda División, 33.5% of matches finished with 0 or 1 goal, against 17.3% in Bundesliga. That is the shape of a closed league: a large block of dead, low-tempo games that an over bet simply cannot survive.

Notice how steady the share of three-goal games is across all eight leagues. The difference sits almost entirely in the tails, which is why I treat the extremes as the real signal.

04Turning league scoring rates into fair over/under prices

The table converts each league's over 2.5 frequency into a fair price with no bookmaker margin. Over 2.5 fair odds run from 1.67 in Bundesliga to 2.47 in Segunda División. Going the other way, the fair under in Segunda División is 1.68, almost a mirror image of the German over.

In total, 12 of the 22 leagues had over 2.5 land in more than half of their matches. The middle of the table, including League One at 49.0% and Primeira Liga at 48.7%, sits close to an even split, so league profile alone offers little guidance there.

The caveat I keep in mind: these are ten-season averages, and scoring levels drift between seasons. A fair price drawn from past frequency is a benchmark against which to judge an offered price, not a forecast for any single match.

Over/Under checklist

  • Start from the league baseline. Check the league's historical over 2.5 rate before anything else; the gap from 59.8% in Bundesliga to 40.4% in Segunda División outweighs most single-match factors.
  • Compare the price to fair. An over price in Bundesliga needs to beat 1.67, and an under price in Segunda División needs to beat 1.68, to have offered value historically.
  • Look at the tails. Check how often a league produces 4 or more goals or 0 or 1 goal; that is where the eight leagues in the goal-band chart differ most, while three-goal games stay steady.
